Nenad MatićSekretarijat materijalno pomaže siromašne, stare, izbegle i bolesne. Osim finansijske, tu je i pomoć u smeštaju, nalaženju posla i lečenju, a Grad brine i o resocijalizaciji najstarijih sugrađana.

Sekretarijat za socijalnu zaštitu grada Beograda, po organizaciji ali i budžetskim prihodima, predstavlja najveću gradsku službu. Velikim ga čini i odgovornost koju ima jer brine o ugroženim kategorijama sugrađana. Kada drugim gradskim sektorima ponestane novca − stradaju projekti i ideje, a u ovom sektoru svaki manjak ili loša raspodela novčanih sredstava znači obrok ili krevet manje. To se, srećom, ne događa često jer čelni ljudi Sekretarijata pažljivo vode računa o potrebama korisnika. Naravno, uvek može više i bolje ali, imajući u vidu složenu materijalnu situaciju u državi, u Sekretarijatu su zadovoljni postignutim. Prostora ima i za nove planove čija je realizacija počela ili se planira u najskorije vreme.

Sekretarijat za socijalnu zaštitu je najveći po budžetu i po broju zaposlenih u sistemu sekretarijata kroz sve njegove organizacione jedinice u samoj službi ali i organizacione jedinice koje pripadaju Sekretarijatu ali su autonomne i bave se socijalnom zaštitom. Sekretarijat je pratio razvoj Grada. Poslednja transformacija desila se 2008. godine, kada je dečja zaštita izdvojena i pripojena novom Sekretarijatu. Ponosni smo što naše metode i projekte prepoznaje i Republika i prihvata ih i sprovodi na celoj teritoriji. Tako se kvartalna pomoć najstarijim sugrađanima, kao i pomoć trudnicama i porodiljama, koju je naš Sekretarijat uspostavio, proširila i na druge gradove.

Kojim to sve kategorijama Sekretarijat pomaže?

Kroz mrežu centara za socijalni rad, koje smatram kičmom Sekretarijata, brinemo o svim materijalno ugroženim kategorijama koje potpadaju pod Zakon o socijalnoj zaštiti, odnosno o ljudima kojima treba pomoći. Sprovodimo program narodnih kuhinja u kojima se 365 dana u godini hrani trinaest hiljada korisnika. One su organizovane kroz pedeset jedan punkt u sedamnaest beogradskih opština. Posebno vodimo računa da taj sistem dobro funkcioniše. Imamo i sektor koji se bavi interno raseljenim i izbeglim licima. Uspeli smo da zatvorimo pojedine kolektivne centre i nađemo životni prostor ljudima koji su zbog rata napustili domove i došli u Beograd. Bavimo se i osobama ometenim u razvoju, invalidima, sugrađanima sa posebnim potrebama. Kroz mrežu klubova vodimo računa o njihovom dnevnom boravku, organizujemo im prevoz, smeštaj, stručnu pomoć. Ozbiljne rezultate postigli smo i u raseljavanju nehigijenskih naselja kroz program dodele socijalnih stanova i formiranje kontejnerskog smeštaja. Pratimo trendove, tako da ćemo prvi otvoriti Centar za preduzetništvo. On će okupiti socijalne kategorije koje ne mogu da se zaposle. Sve njih ćemo objediniti u jednu bazu podataka, pomoći ćemo im da se edukuju, prekvalifikuju, dokvalifikuju. Centar se nalazi na Trgu Nikole Pašića 8 i trenutno je u toku njegova adaptacija. PUPS je inicijator zakona o socijalnom preduzetništvu koji će omogućiti privatnim i državnim subjektima, odnosno pravnim licima, da ostvare određene benefite ukoliko zaposle ovu kategoriju ljudi. Dakle, biće to na obostranu korist. Zakon je prošao javnu raspravu i druge instance i nema razloga da ne bude usvojen.

Da li imate precizne podatke koliko ljudi zavisi od Vaše pomoći? Naravno, ne mislim samo na materijalno ugrožene, jer vi pomažete i boračka udruženja, osobe sa autizmom...

To što imam sedam pomoćnika i zamenika govori o obimu posla, odnosno o broju onih kojima treba pomoći. Nemamo preciznu evidenciju jer je teško dobiti podatke. Broj može da ide i preko 100.000 korisnika.

Taking Care of the Most Threatened Social Categories

The Secretariat materially helps poor, old and sick people, as well as refugees. Besides financial aid, we assist them to obtain accommodation, work and medical services. The city also supports the resocialization of old people.

From the standpoint of its organization and budget incomes, the Secretariat for Social Welfare of the city of Belgrade represents the largest city service. It is very important also because of the responsibility that it has for the most threatened social categories. In the case of other sectors of the city administration, the lack of funds may affect projects and ideas, but in the case of this sector, any deficit or wrong distribution of funds means one meal or one bed less. Fortunately that does not happen often, because the Secretariat management pays special attention to users’ necessities. Of course, it is always possible to do better, but taking into consideration the complex material situation in our country, we are satisfied with the results of the Secretariat. There is room for new plans, whose implementation has already begun or is being planned for the nearest future.

From the standpoint of its budget and the number of employees, the Secretariat for Social Welfare is the largest city service. It has organizational units within the Secretariat system and organizational units that belong to the Secretariat but are autonomous and work on social welfare. The Secretariat has followed up the development of the city. The last transformation took place in 2008, when children’s welfare was separated and ascribed to a new Secretariat. We are proud that our methods and projects have been recognized and that the State accepts and applies them on the entire territory of the country. For example, we quarterly help elderly people, pregnant women and women that have just given birth. Such practice was established by the Secretariat, but later spread to other cities.

Which are the social categories that the Secretariat helps?

Through a network of social work centers, which I consider as the backbone of the Secretariat, we care about all the materially threatened categories, which come under the Law on Social Welfare. We have implemented a soup kitchen program, by which thirteen thousand people are fed 365 days a year. They are organized through fifty one work points and seventeen Belgrade communes. We take special care that this system works well. We have a sector that works with internally displaced people and refugees. We succeeded to close some collective centers and find living space for people that left their houses after the war and came to Belgrade. We also work with people with development disorders and special necessities, as well as with invalids. Through a network of clubs we ensure them day stay, transportation, accommodation and professional help. We succeeded to evacuate people from unhygienic settlements, by granting them social apartments and building container settlements. We follow current trends and therefore we will be the first to open an Entrepreneurship Center, which will support those social categories that cannot find a job. We will gather their information in one database, so that we might help them to obtain education, requalification or supplementary training. The Center will be located at Nikola Pašić Square nº 8 and it is currently in process of adaptation. PUPS is the initiator of the Law on Social Entrepreneurship that will allow public entities and private corporate bodies to obtain certain benefits if they employ people from this category. That means; it will be a matter of mutual profit. The law passed the stage of public discussion, as well as other instances, and there is no reason that it will not be approved.

Do you have any precise data on the number of people that depend on your help? Of course, I am not thinking only about materially threatened categories, because you also help fighters’ organizations and people with autism...

The fact that I have seven assistants and a deputy illustrates how much work I have and how many people must be helped. We have no precise records and therefore it is difficult to give you data, but the total figures can exceed 100,000 people.
